Hashtags are a labeling tool, not a placement tool
TikTok's recommendation system draws far more heavily on the video itself than on a list of hashtags: what is happening on screen, the caption's words, the sound used, and how the first viewers react. A hashtag helps the system file a video into the right topic. It does not earn a spot on anyone's For You Page.
Generic tags carry close to no signal
Broad, universally used tags, the ones nearly every video carries, tell a system almost nothing about what a specific video is about, since nothing distinguishes the videos that use them. A niche-relevant tag does more to help the system place a video in front of the right audience.
A small, specific set beats a long generic one
A handful of hashtags that genuinely describe the video's topic, mixed with a search-relevant phrase in the caption itself, tends to do more than a long list of trending or generic tags stacked on for volume. Varying tags by each video's actual topic, rather than reusing one fixed set every time, also gives the system a clearer signal.
